The Freshwater Angling Federation and Federation of Sport Fishing of the RK has come to agreement with the national air company Air Astana with regard to special tariff for the flights from Moscow and the most convenient European city, to which there are regular flights of Air Astana company, for sportsmen wishing to take part in the 9 Ice world championship year 2012. Air tickets may be ordered and paid for at any office of the air company.    Besides that with the assistance of the Ministry of Tourism and Sports of the Republic of Kazakhstan the Freshwater Angling Federation and Federation of Sport Fishing of the RK has come to agreement with the Ministry of Foreign Affairs with regard to simplification of the procedure for visa obtaining by the citizens of foreign states. In order to obtain a visa it is necessary to enclose a copy of passport with specification of place of work and address of each sportsman to the application for participation in the tournament.

IX World Championship in ice-fishing will take place in Kazakhstanfrom 6 to 12 February 2012.

Location is - Almaty region, Kapchagai reservoir, Blue Bay (70 km from Almaty). Kapchagai reservoir – is one of the largest in Kazakhstan. Its length - 180 km, width - 22 km, depth - up to 45 meters, average depth of 15.2 m. Water in the reservoir is flow.  

The length of the Blue Bay to 5000 m, maximum width up to 1500 m, depth up to 7m. The bottom is sandy, flat terrain at the bottom there is aquatic vegetation. For the competition were chosen two disparate parts of the reservoir. The depth in the places of competition is from 2 to 7 m.

The main types of fish: roach, crucian carp, bream, boersch, zander, chub, snakehead. Also it is possible to get carp.  

Complementary feeding is allowed under the rules of sport fishing: bait plant (dry or wet) not more than 2 liters per person per day, the animal bait and tip - not more than 1 liter per person per day. Basic animals tips - bloodworm, maggot, worm. (Given that the crank is not grown artificially, and is produced in limited quantities in natural waters, there is a complexity to ensure their teams in large quantities. In this connection, please order a minimally required number of bloodworms per team).

Today we can offer the following baits and bait, available in fishstores of Almaty:

Coordinators will be provided a table of commands for ordering baits on training and competition days.

Officially teams include  9 persons - 6 anglers, 2 coaches, 1 senior representative of the country. 

Fee per participant is 380 Euros (in fee includes: transfer airport-Almaty airport, registration, accommodation and meals from 6 to 12 February 2012, a transfer from Almaty to the place of competition, tour, final banquet). All teams will be accommodated in one of the hotels of Kapchagai city.

Contribution of each team in the FIPS - 120 Euro. Payment will occur on invoices issued by the organizers, after receiving the request from the country - member World Cup or in cash on arrival at the place of competition.

Championship Rules and Procedures

1. The CIPS / FIPSed Organizations provide and maintain the official competition rules and regulations regarding team composition.
2. National Federations may field only one team. Only teams of the National Federation (hereinafter - the Federation), the CIPS members paying membership fees or sport clubs that are part of these Federations have the right to take part in the competition and they both must have the appropriate authority from their Federations. Fishermen of particular clubs or national teams must belong to the countries they represent.
Teams are allowed to have only one foreign team member on the condition that the fisherman lives in the country of team origin, is a member of the club or supported team, and must be able to produce credentials confirming all the status requirements mentioned above, to include proving their nation of origin through official government documentation. Examples are passport, visa, driver’s license or permit (to include international drivers licenses issued in the country of origin) or other identification verifiable through the team member’s embassy. Fishermen who have competed at the World or International level as a member of a specified National Federation are not allowed to join the team of another country. Only teams of the National Federations are allowed to participate in the World Championships.
3. This is a team-only competition; fishers will not compete individually. Official Team may consist of the following, though a team may bring fewer personnel:
a. One (2) Team Coach
b. Five (5) competitors
c. One (1) reserve competitor, and
d. One (1) delegate
All team members must be declared prior to the start of the competition.
4. The tournament is held on the fresh water reservoirs: large and small rivers, channels, lakes and water storage basins; all surface of the water reservoir at the place of tournament must be easily accessible for fishing. Maximum depth at the place of competition should not exceed 15m. The width of the water reservoir should not be less than 200 m. 

5. Teams taking no advantage of accommodation provided by tournament HQ must pay a registration fee of €1220 (which also includes the cost of closing banquet). Registration is obligatory for the teams consisting of up to 9 contestants. (6 sportsmen, 2 coaches, 1 delegate). Supporters of the various teams are welcome to attend the Ukrainian World Ice Fishing Championship. Registration is not required for supporters; however, supporters are only required to pay to attend the award banquet and for ground. If the participating team has not communicated the special conditions of its accommodation to the organization committee, it must stick to the respective conditions established by HQ on a mandatory basis.
Contestants are allowed to reach the place of tournament using own means of transport only upon permission of the tournament HQ.
6. Fishing zones should be separated from the places for supporting audience by partition plates or ribbon barriers. The passages for official persons participating in tournament organization between the tournament contestants and supporting audience must be fenced off in the same way. 

The team coach has the right to stay in a neutral zone and to call the team members to the border of that zone upon receiving the permission from the senior judge of the respective zone, and on condition that he gives only verbal instructions; both team members are not allowed to cross the borders. The coach must wear a badge proving his identity and occupied position. In case that the agreement is needed in order to place advertising content, please refer to article 41 of the current rules.
7. The Captain’s Meeting. 
The Captain’s Meeting should be conducted a day before the first round of Drawing, during which the following actions will occur:
According to Article 31 of the Rules, an International Jury is appointed.
1) Call – Over of the Nations. 
2) The Drawing of the Nations in the alphabetic order is conducted to determine the order in the first round drawing 
According to the results of this drawing, each team receives a number and all competitors of the team will compete under this number.If the Captain or Delegate of the team is not present at the Drawing, the FIPSed Delegate will draw for those absent.
The Drawing. 
8. The drawing of each round must be checked and inspected by the organizers, Captains, Delegates and FIPSed. The drawing is usually conducted no earlier than three hours before the start of the competition.
The competition sections are designated as A, B, C and so on. Only one competitor from each team is allowed per section, per day.
9. On the second day of competition, the drawing is carried out according to the Captain’s Meeting National List, except in reverse order 
10. When competitions take place on rivers and reservoirs, Section A is always downstream. When competitions take place on large bodies of water Section A will be located on the left as participants look at the lake from the bank.
11. Captains will receive official FIPSed badges for each fisherman.
In case that the agreement is needed in order to place advertising content, please refer to article 41 of the current rules

General rules
12. Fishing will be allowed on ice that is a minimum of 10 cm in thick. Fishing will be allowed when air temperatures and ice conditions are within safe parameters as determined by competition officials.
13. а) Competitors can prepare any number of fishing rods, but they can fish only with one rod and one mormishka at a time. Length of spoon bait without counting a hook should not exceed 1.5 cm, ending with a single sealed in hook. Contestants are allowed to use spoon baits of any color and shape. Use of any additional or auxiliary rig elements on a fishing line is forbidden. Contestants are allowed to have unlimited number of reserve fishing rods.
b) The tournament HQ will provide each contestant with 2 flags for marking the fishing ice holes (hole in the ice used for ice fishing) with numbers corresponding to the contestants’ badge numbers.
c) Fishermen are allowed to use any bait and feeding except for live, dead and artificial fish and their parts, as well as fish caviar and ant eggs. Bait can be used but without feeders. The quantity of fish bait and feeding can be limited by the rules.
14. Organizers will attempt to establish an area with similar parameters regarding bottom relief, depth and vegetation across the entire fishing area. The fishing area is divided into sections according to the total number of team members present. Only one competitor from each team must stay in each section. The length of each section looking to the bank is not less than 10 m for every competitor.
The competition place should not constitute any danger for the contestants and supporting audience. 
The main referee's board organizing the competitions determines the borders of the fishing zones taking into account specific characteristics of the water reservoir.
Each section will be no less than 400 m2 .
The sections are designated with A, B, C etc. and its borders with flags. The neutral zone will be no less than 5 m wide at any point. Section boundaries will be marked with stenciled flags that must be plainly visible by competitors and spectators. The neutral zone must separate the fishing competition sections from the spectator area on all sides. Only Team Captains and members of the media are allowed in the neutral zone at any time. Members of the media are not allowed to disturb Team Captains or Team Members at any time while in the neutral zone.
15. а)Before the first signal competitors are registered in the referee’s record and after that take their places in their section. The first signal, “Enter the Sections”, is sounded not less than five minutes before the start of competition. At this signal, each fisherman will enter his / her section, occupy the intended drilling site and mark it with a flag. Competitors are only allowed to uncover their ice drill upon reaching the intended drilling site. The ice drill is uncovered when competitors reach the site. 
б) Competitors may not sit closer than 5 m from each other during competition. When a dispute occurs, referees will have authority to solve the situation. A referee may use a drawing of lots, coin toss or other similar method to solve the problem as quickly and fairly as possible. Competitors arriving in their areas the first have the advantage. Throwing a flag to occupy a specific place is prohibited.
16. The second signal is the official “Start” indication. Following the Start Signal, competitors are allowed to move freely inside their sections and make any amount of holes. Each site is considered occupied when drilling of the marked holes begins. Drilling is considered begun when the ice tool touches the ice in a specific site. Competitors MUST PLACE THEIR FLAG ON THE ICE BEFORE DRILLING A FISHING HOLE. Fishing is allowed no closer than 5 m / 16 ft from the rest of the flagged holes. Spoon bait ice fishing allows competitors to occupy two flagged holes at any given time. Each flag must be placed no more than 30 cm / 12 in from the hole and must be clearly visible to referees and other competitors. Competitors are allowed to leave any items at a hole except for the following: fishing tackles, ice tools and boxes for carrying equipment. Fishing in an unmarked hole is prohibited. Using a hole in any way, to include drilling and feeding, may be regarded by the referee as the “process of fishing”. When in the competition section, ice drills must be secured so as to have the drills or knives partially drilled into the ice for safety.
17. Competitors will receive no help during rounds except for medical problems. The referee may provide permission to replace a broken ice tool. Motorized ice drills are prohibited. After the sound of the “Start” signal it is prohibited to remove any bait from the competition section.
18. Referees and commissioners. There is a primary referee and secondary commissioners in each fishing section. Members of the Jury, as well as Championship Referees, must be intimately knowledgeable of the Rules and must ensure that all rules are observed.
Referees duties include:
a. Controlling the amount of bait in an area
b. Controlling the process of fishing
c. Monitoring the fishing process following the end of a round. This includes checking the catch, collecting the catch and prohibiting unauthorized persons from entering the sections until the catch is removed for weighing by the referee and fisherman.
19. Contestants must observe the fishing rules concerning permissible sizes of protected fish species, if it is reflected in local fishery rules. This information must be communicated to the team captains during the captains’ meeting (captains, in turn, must inform their team members). The fish catch must be presented for weighting in a single-type container, provided by HQ. 

20. In case of introduction of any quantitative limitations on fish baits and attractants, these should be measured and their amount controlled by the respective controlling judges. Intentional fish spearing is strictly forbidden. After training exercises and rounds of competitions are over, disposal of excess bait into the water is strictly prohibited
21. The competition is scheduled for two rounds, with each round lasting three hours. In case of emergency a round is considered legitimate and valid if it meets a minimum of 1.5 hours of competition. Officials may make determinations to shorten the time of a round of competition (example: inclement weather or dangerous ice conditions) which should be announced before the competition. 
22. Caught fish are still counted even if not hooked in the mouth. Intentional gaffing is not allowed.
23. Contestants may prepare any quantity of own fishing rods, but only one fishing rod is allowed to be used at the same time. During fishing the rod should be held in hand.
The competitor must have control of their fishing - rod while fishing. It is prohibited to leave fishing rods with mormyshka in the water.

25. Inside the competition sections, competitors should respect their fellow competitors by refraining from intentional noise-making, disturbances, encroachment and et cetera..
26. 5 min before the end of the round is determined by the 3rd signal, notifying the sportsmen about the end of the round in 5 min. The 4th signal (“finish”) announces the end of the round. 
Score is calculated according to the total weight of fish caught and taken out of water.
27.Each competitor is obliged to follow all the rules of the Championship. 

Weigh-In
28. Weighing is carried out by each section’s main referee. Fish are removed from containers and weighed on standardized scales. Each section will
have its own scale.

29. Caught fish are credited to the member of the referee’s team. Fish are weighed but not counted; following official weigh-in, caught fish are at the disposal of the Organizers. (The Organizers will
comply with all State and local laws regarding disposition of fish caught during the Championship).
30. Competitors should be present at the weigh-in to confirm referee findings. Each competitor will then sign the weigh-in sheet confirming
acknowledgement of the weight. No alterations of the weigh-in amounts will be allowed following the competitors signed acceptance of the weight.
The International Jury.
31. An international jury is formed on the eve of the first round of competition during the Captain’s meeting. The purpose of the Jury is to hear disputes, solve questions and apply sanctions according to the rules of international competition.
The jury consists of seven members:
1. FIPSed Chairman (or substitute appointed by the Chairman)
2. FIPSed General Secretary
3. Chairman of the Organizing Federation (in case his nationality is different than that of the Chairman or General Secretary.) If the Chairman of the Organizing Federation is the same nationality as the FIPSed Chairman or General Secretary a total of five delegates, rather than four, will be appointed by drawing lots. The delegates should not be of the same nationality as any of the FIPSed Chairman, FIPSed Secretary General or the Chairman of the Organizing Federation. These delegates are to be included in the Team registration list.Team captains will not be regarded as delegates. Jury members will wear a distinctive badge with the word “JURY” plainly emblazoned on it. Members of the Jury should be present at the competition to solve any problems and complaints. The place where one or more Jury members are permanently positioned will be specially marked.
32. Complaints, except those concerning classification, must be submitted to the Jury no later than one hour after the end of the round. Complaints may be voiced verbally but must be confirmed in writing immediately, within the time requirement, to be valid. Complaints concerning classification must be submitted no later than 30 minutes after official results have been announced. Official results publication times will be posted on the official bulletin board(s). Every properly submitted written complaint is to be accompanied by a €50.00 deposit. Complaints deemed invalid will forfeit the deposit to FIPSed. Complaints deemed valid will be refunded the deposit fee. The Jury must be informed immediately of all violations and warnings. Only the Jury has the authority to announce a disqualification. Disqualified sportsmen or teams must be notified immediately.
Members of the Jury, as well as Championship Referees, must be intimately knowledgeable of the Rules and must ensure that all rules are observed
33. Members of the Jury, as well as the respective Team Captains will be supplied the Rules of the Competition in three languages. Decisions are made by majority vote. In the case of a tie (equal number of votes “yea” and “nay”), the FIPSed Chairman (or his appointed substitute) will cast the deciding vote. Members of the FIPSed Executive Committee will wear distinctive badges plainly identifying their status. These badges will authorize Executive members entry into sections designated for competition officials. These badges are valid for 4 years after their posted elections. 
34. Penalties
a. A warning will be given for the violations of Articles 15a, 15b, 16, 17, 19, 20 and 25.
b. A disqualification will be given for the violations of articles 13a, 13b, 24 and 26 as well as for a second violation of the rules after the penalty warning for Articles 15, 16, 17, 19, 20 and 25.
c. If a competitor is disqualified he will get the number of points equal to the number of participating countries plus one. If a competitor is disqualified, all the sportsmen classified after him will keep their initial positions (for example: competitor X is disqualified and was in the 8th position; following sportsmen will keep their positions and get the ninth position, tenth position and etc.)
d. A team warning is valid for three years. In case a new violation of the rules is made it is considered a repeat offense and the jury will make its own ruling according to the regulations and the list of sanctions.
e. A warning issued to a competitor is valid for 3 years. A new violation of the rules is considered a repeat offense and the jury will make its own ruling according to the regulations and the list of sanctions.
35. Only those persons with official referee licenses, issued by the President of FIPSed, can enter the competition area, inform the main referee and state a violation of the rules.
36. Classification. First, second and third place classification is averaged according to the weight sum obtained by the competitors of one team in each section. The team with the fewest number of points will be classified as first place, etc. 

А. The first round
Accorging to the points scored by the sportsmen from one team in their sections. 

а) Competitors having equal catch weight in the same section are given the number of points equal to the average of number of places they must have shared. ( Example 1: two competitors claiming 5th place is computed: 5 th place + 6 th place divided by 2 = 5.5 points each. Example 2: three competitors claiming 8th place is computed: 8 th place + 9 th place + 10 th place divided by 3 = 9 points each)
в) The team which scored the least points is considered the first and and so on. 

с) . Competitors without a catch get the number of points equal to the average of places of all competitors without a catch in the same section. Example 1: Twenty-four competitors, 12 are classified with the first 12 places according to their catches. The remaining twelve competitors are computed13th + 24th divided by 2 = 18.5 points. Example 2: Twenty-nine competitors, 5 are classified with the first five places according to their catches. The remaining twenty-four competitors are computed: 6+29 divided by 2 = 17.5 points each. Example 3: Twenty-nine competitors, of which twenty-six are classified according to their catches. The remaining three competitors without fish are computed: 27+29 divided by 2 = 28 points each. If there is only one fisherman without a catch in the section or a missing fisherman he will get the number of points equal to the last place (for example: 29 competitors, 28 are classified, the last one, without a catch, gets 29 points).
В) The second round. The classification is similar to the first round.
С) General classification 
а) The sum of places obtained during two rounds is counted. The team with the fewest number of points will be classified as the first one, etc.
b. When two or several teams get equal number of points, the highest place is given to the team with the highest catch weight for two rounds of competitions.
c. If the catch weight during two rounds is equal, the team with the highest catch weight in the second round possesses an advantage.
2. Individual classification
a. The points of two rounds are summed up: the competitor with the fewest number of points is announced the world champion in individual classification.
b. If the number of points of two or more competitors is equal, the total catch weight of every competitor during two rounds is counted. The competitor with the highest catch weight during two rounds is announced the winner.
c. In case the catch weights are equal, the competitor with the highest catch in the second round is announced the winner.
d. In the case of equal weights, similar places are defined (two first places and one third place or one first place and two second places)
e. The sportsmen participating in only one round take places at the bottom of the table for individual classification according to the places they got.
37. Classification is carried out by the organizers under control of the president of FIPSed or his delegate as well as members of the JURY.
Insurance of participants 

38. Tournament HQ is responsible for signing a contract of a type “civil liability” with an insurance company for the whole period of tournament. HQ must receive a certificate from the insurance company confirming the fact that the competition is insured by a contract type “civil liability”. 

Training 

39. 
a) The official trainings are held at the water reservoir where the tournament will take place, but outside the sector of competitions.
b) The official training should be carried out during 3 days before the start of the tournament (Wednesday, Thursday and Friday). On the last day the training finishes before 13:00.
c) In order to guarantee equal access to the water reservoir during the training sessions, tournament HQ assigns for the teams a certain sector of the water reservoir with analogous characteristics starting from the 1st day of training.

On each of three training days HQ must notify the sportsmen about the start of training with a sound signal according to the schedule. Sportsmen teams are required to stick to the schedule as well. If any restrictions concerning the fish attractants are imposed on for the time of championship, they are valid during all the 3 days of preliminary training as well.
40. Competitors are forbidden to fish within 200 m of electrical hazards (transmission lines, wires, transformers and etc.).
Team Badges 
41. Teams may opt to print additional information on their official badges (adverts). Any printing costs are at the expense of each individual team and / or Federation.
In case any information which is not relevant to fishing tournament is found out to be published on the badges of a certain team (e.g. advertising content), tournament HQ are obliged to find out who is the sponsors of that advertisement and to negotiate with them the due fee of mentioned advertisement, taking into account an additional FIPS fee of €400.
. Printing additional information is not mandatory. Additional printing on badges is limited to no more than 6mm in height. Information not related to fishing must be placed at the bottom of the badge on the chest or the back of a competitor Two examples of badges with additional information must be sent to FIPSed thirty days prior to the start of the competition. One of the badges will be returned with the appropriate visa containing official acceptance.

Every team has to pay FIPSed fees of €120, and the Federation, the competition organizer, pays €400 to the FIPSed budget.

The opening ceremony and awarding.
42. The opening ceremony and team parade take place one day before the first round of the competition.
The teams and the winners in the individual competition who take the top three places are awarded with gold, silver and bronze medals.
According to the international tradition, the medal ceremony is accompanied by national anthems and the hoisting of national flags .Medals are provided at the expense of FIPSed and awarded by FIPSed delegates. All other expenses are paid by the teams in equal shares. Each team is expected to provide their own national flag and anthem. National anthems may be provided to the Organizers on cassette tape, compact disc (CD) or digital video disc (DVD).
During the awarding ceremony no more than 9 people from each team can be invited to the podium.
Translation of the Rules
43. In case of misinterpretation of the rules translated into other languages, the Ukrainian version of the rules should be referred to and considered the original source.
44. The FSFU, the organizer of the World Championship is responsible for 
a. engravings on the medals and cups provided by FIPS;
b. distributing invitations and the schedule of the competitions in 3 official languages (English, French and German).
